Explanation:

A perfectly elastic collision is one in which both momentum and kinetic energy are conserved.

For example, if you drop a ball and it has an elastic collision with the floor, that means it rebounds at the same speed that it fell with.  In reality, some energy is always lost in collisions, through deformation, heat, sound, etc.
