Making snap judgments is neither mature nor responsible. Rushing or snap decisions does not necessarily mean that the person is irresponsible or immature. This is just a behavior or should we say an action that is hurried that has the possibility of getting a good or bad outcome. The answer is neither mature nor responsible.
