To find a limit you need to multiply the top and bottom of the fraction by the conjugate. To get he conjugate of the numerator is by multiplying through,  then you cancel the factors. By canceling gives you the expression. Then calculate the limits, when you plug 13 into the function, you get 1/6, which is the limit.
