PLEASE HELP FAST! :) Why Does Legal Citizenship Matter? What benefits do legal citizens have that others do not?

If you are not a legal citizen, you might be discriminated against. Also, only legal citizens have a say in government (ie suffrage), and even if citizens rights are protected by the government, yours might not be. For example, many foreign countries don't have to respect other foreigners right of habeas corpus.
