Take the log (base 4) of both sides of the equation.
[tex]\log_{4}(\frac{1}{\sqrt{8}}) = m + 2[/tex]
[tex]\frac{-1}{2} \log_{4}(4^{\frac{3}{2}})-2 = m[/tex]
[tex]-2 \frac{3}{4}= m[/tex]

The appropriate choice is ...
  m = -11/4
